History of Multi State Co-Operative societies

The Multi-State Co-operative Societies Act of 2002 marks a significant milestone in the cooperative sector of India. This pivotal legislation, enacted by the Parliament on 13th May 2002, brought about substantial changes to the cooperative landscape. Prior to this Act, the Co-operative Societies Act of 1984 had already set the stage by establishing a framework for cooperative societies with operations spanning multiple states.

The Co-operative Societies Act of 1984, a Central Act comprising 110 sections and 27 rules, introduced a novel concept – co-operative societies with operations transcending state boundaries. These societies, supervised by the Central Register, aimed to serve the interests of their members in multiple states. This legislative effort paved the way for a more interconnected and co-operative India.

The Multi-State Co-operative Societies Act of 2002 further refined and expanded upon these principles. Under this Act, a Multi-State Co-operative Society (MSCS) is defined as a society registered under its provisions, including National Co-operative Societies and Federal Co-operatives. What sets MSCS apart is its geographical scope; it operates beyond the confines of a single state, actively engaging in activities that benefit its members across multiple states.

The essence of the Multi-State Co-operative Societies Act lies in its commitment to promoting the voluntary formation and democratic functioning of co-operative societies. These societies are envisioned as institutions of the people, fostering self-reliance and mutual assistance while advancing economic and social progress. Importantly, they are granted functional autonomy, allowing them to effectively cater to the needs and aspirations of their members.

MSCSs are committed to working for the mutual benefit of their constituents, and they aim to create a co-operative atmosphere that promotes growth, development, and collaboration. This legal framework not only encourages economic and social advancement, but it also emphasizes the value of self-help and collaboration as vital concepts for a flourishing India.
